ICG effectively calls Dhaka’s involvement “tacit tolerance.” Evidence shows active choreography by Bangladesh - is what I argue. When analysis overlooks this, it shifts blame to the victimised for appearing volatile.
The piece also covers an ARNO rebuttal that says the brief airbrushes Arakan Army abuses inside Myanmar. Strategic ambiguity might keep doors open for think tanks, but it leaves the Rohingya framed as the problem while the state and other actors pulling strings stay off-stage.
