Incredible framing here. The distinction between 'humanitarian failure' and 'policy choice' is crucial and often gets lost. The point about shelters being kep flammable because permanence is politically prohibited is haunting. I've seen similar dynamics in urban housing debates where 'temporary' solutions become permanent by design. Funding containment instead of resolution is exactly how these cycles perpetuate.
